In the spring of 2004, I spent two days at Panama City Beach, Florida, launching the “Butts Litter” awareness campaign. Operating from a Butts Litter table outside a large department store, the positive public response was overwhelming. Now, 22 years later and 1,600 miles away, Denver Mayor Mike Johnston has initiated a lawsuit to hold Big Tobacco financially accountable for cigarette butt cleanup. As the former mayor of Midland City, Alabama (1984–88), I understand the steep political opposition leaders face when regulating tobacco sales. To complement legal action, Denver and state leaders should establish a “Butts Litter Month” featuring public educational displays. Raising awareness is critical, especially since discarded filters frequently ignite devastating wildfires. Furthermore, we must explore structural solutions: creating a merchant-led refund program for returned filters and utilizing traffic cameras to fine drivers who litter at red lights. I am eager to volunteer my time to support this cause and will gladly donate my domain, ButtsLitter.com—which I have maintained for over 20 years—to aid the city’s efforts. As a bonus wouldn’t it be nice for the State of Colorado to ban smoking with a child or pet in the vehicle.
